IMHO it’s pretty obvious what Russia wants to achieve by including massive drone strikes in their newly proposed nuclear doctrine. Both Russia and today Iran again have effectively used massive drone waves as a meant to saturate the air defenses of their opponent, so any nuclear armed Russian opponent might do the same thing: use drones to pave the way for a tactical/strategical nuclear strike by cruise missiles. Even though Ukraine doesn’t have nuclear weapons, but it’s pretty clear that they collude with NATO, and don’t forget that Orange Jesus cancelled the INF Treaty with Russia.
