I don't agree Mark. There is already a garrison in Belgorod. The troops that withdrew from Kharkov region in spring 2022 are right there. They didn't evaporate. The Russian MoD specifically said that troops of the Western Military District are present in Belgorod and responded to the incursions, along with FSB, Border Guards and other services.
The issue is that manning the northern border at the same density as the east and south of Ukraine is a huge logistical burden, which is why there isn't a callup of 500k reservists. Not to mention duplicating the same density of EW and other supporting elements. We should be talking about logistics - if manpower alone is what wins this war, why isn't Ukraine winning?
The attacks are doing exectly what they are intended to do, keep a narrative of Ukrainian success in the public mind and the cash and weapons flowing.
