The British people were initially reluctant to the war, so RAF were ordered to bomb civilian targets in Germany, to enrage German civilians into demanding revenge bombing against civilian targets in Britain. Which Churchill knew, once begun, would ignite the British public to the fight.
Whatever version is being deployed against the Russian Federation, now such practices are understood, I doubt the Russian people will be so predictable.

He should've remained out of the interview or at least waited to make his point instead of taking over the conversation. The irritation on the interviewer's face was obvious. British bombing began in September 1939 you bimbo.
Strategic bombing (military targets) began them 'civilian bombing' by the Brits didn't occur till August 1940 when Churchill was PM.
