Mark makes a good point: one naturally assumes that all those millions of refugees from Ukraine we have heard about are fleeing the Rabid Ruski invader. But what if many of them are in fact escaping from life under a tyrannical Nazi/Banderite regime?
I wish Team Putin was better at propaganda. This would be a create angle to play up.
In fact you know what Washington would do if they were in Putin's shoes? The classic CIA trick: start up an official Ukrainian Government in Exile.
